Unable to open IE. How to resolve it?

Solution
1.Reboot the machine and press f8
2.Access safe mode with network
3.Test if you can open IE in safe mode
4.
a.If can, please try to do some steps as the following mentioned:
1.Press start button, type "msconfig" in search line and enter.
2..Switch to Startup tab, disable items which you don't want to boot up with system.
3.Press Apply and restart your computer.
b.If not, please reinstall the IE
