Problem

My CPU temperature drops dramatically after enabling an option named [PECI] in BIOS, which is rather strange, as I do not find my system run any cooler.
Can you please kindly help to explain the reason behind this?

Answer

[PECI] is the short for [Platform Environment Control Interface], used to provide a more exact reading of relative CPU surface temperature, which is rather low as compare with CPU die temperature.
You can consider the motherboard as showing Tj (CPU die temperature) when having PECI disabled in BIOS, and Tc (CPU surface temperature) when having PECI option enabled in BIOS.
